The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 1,100,000 people in urban areas with access to safely managed sanitation
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

The purpose of facilitating FORKALIM in developing the study or naskah akademis of VAT exemption on waste water system is to provide the main reference to the activity of issuing the government regulation of VAT exemption for waste water service and its related transactions being issued by particular ministerial office i.e. ministry of finance through the Peraturan Menteri Keuangan or PMK

Through this study, FORKALIM will be able to continue the process through consultation and request to the Ministry of Finance to issue a revised regulation providing an exemption of VAT for payments for wastewater services.

The work of developing ‘naskah akademis’ herein referred to as ‘the study’ to be conducted by a team under the particular institution or company to be appointed. The selected organization will develop a study comprehensively demonstrating the advantage of exempting the VAT of waste water service charges. The study will explore thoroughly issues of waste water, including but not limited to, a general description of waste water services, existing policies and regulations in waste water, and financial aspects impacting affordability and willingness to pay. The detailed of scope of works includes:
1. Mapping of VAT policies on waste water service in Indonesia.
2. Exploring the current policy and SDG target related to waste water and its operational system in Indonesia.
3. Comparing the taxing of waste water service implementation in Indonesia and other countries.
4. Analyzing the VAT of waste water on cost of taxation
5. Analyzing the alternatives of VAT exemption policies or regulations
6. Other analyses that support VAT exemption of waste water services.
7. Develop the methodology or logical flow of activities to ensure the objective is successfully achieved.

The selected developer of the VAT exemption of waste water service will deliver the study or ‘naskah akademis’ of:
 VAT policy of waste water charge.
 VAT policy of waste water service.

The deliverables and payment schedule of ‘naskah akademis’ or study of VAT exemption for waste water service is described below:

The selected developer will report to the USAID IUWASH PLUS, national WASH finance coordinator in Jakarta office. The activity of developing the study may take place in developer’s office with frequent consultation with national WASH finance coordinator at USAID IUWASH PLUS office in Jakarta.


Timing/Assignment Duration
The work of developing the studies of VAT waste water charge and service must be completed within the agreed contract period of July 22, 2019 to October 21, 2019.
Required Qualifications
To ensure the delivery of the output: the developing ‘naskah akademis’ or study of VAT exemption of waste water service, the preferred provider is a company, organization or other institutional firm, which possesses the following qualifications:
a. Requirement personnel :
• Team Leader (TL): S3
• Consultant : S1 – S2
b. Must have masters in public policy development, especially in development of ‘naskah akademis’ for GOI policy or regulation.
c. Understand the operation and financial aspect of sanitation/waste water and water sector in Indonesia.
d. Have experience in developing ‘naskah akademis’ for taxation or financial policy in government application, preferably in the water and/or sanitation sectors.

Selection of Local Implementer and Evaluation Criteria
The developer of ‘naskah akademis’ will be selected based on tender result. Candidates for service provider must provide a proposal which consists of a Technical Proposal (background of the program, tasks to be conducted, methodology, schedule), a Cost Proposal and CV.
The proposal will be evaluated based on:
o Methodology : 30 %
o Qualification : 25 %
o Experience : 45 %
