Basis for Award: An award will be made based on the Trade Off Method. The award will be issued to the responsible and reasonable offeror who provides the best value to DAI and its client using a combination of technical and cost/price factors.

A. Background
The USAID Indonesia Urban Water, Sanitation and Hygiene ‘Penyehatan Lingkungan untuk Semua’ (IUWASH PLUS) program is a five and a half-year initiative designed to assist the Government of Indonesia in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. Implemented by DAI Global LLC, IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
• An increase of one million people in urban areas with access to improved water supply services of which at least 500,000 are from the poorest 40% of the population; and
• An increase of 500,000 people in urban areas with access to a safely managed sanitation service.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, to more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening cities WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

B. Activity Background

A. Activity Background
The USAID IUWASH PLUS regional program in Eastern Indonesia includes Kota Ternate, which despite strong commitment from Local Government faces serious challenges in improving and increasing safely-managed sanitation services to its population, including:
• Ternate has a regulation governing domestic wastewater, including basic wastewater tariff, however, the Waste Water Operator (UPTD-PAL) was just recently established.
• There is no comprehensive oversight of the current sanitation infrastructure (especially regarding availability and type of individual sanitation systems).
• Ternate has an IPLT (sludge treatment plant), but it is not in optimal condition and requires improvements in operation and management.
• Ternate has only 1 truck for collecting sludge.
• Ternate does not have a clear strategy or program to promote and market improved sanitation services, including construction of proper septic tanks or regular desludging.
As part of the promotion of Safely Managed Sanitation systems, the USAID IUWASH PLUS regional team agreed to support local government of Ternate city to address all the above points and further replicate. While the IUWASH PLUS teams already supported the finalizing of the domestic wastewater regulations and establishing of UPTD, for the other issues, additional technical support is required, to be provided by third parties, through the LSIC mechanism. A LSIC package was identified and agreed with USAID, to complement the work already started by IUWASH PLUS and jointly address bottlenecks in critical institutional and operational aspects. This Scope of Works provides details on one of these LSIC packages, focusing on directly supporting the city with development of domestic waste water roadmap, followed by institutional strengthening of the newly formed UPTD combined with technical assistance to improve operation of the IPLT.
B. Objectives
The main Goal is to build strong foundation of improved sanitation services in Kota Ternate, through:
1) Develop and agree on domestic wastewater services frame-work and roadmap in Ternate
2) Strengthen institutional and operational UPTD Ternate capacity to enable them to provide safely managed sanitation services (mainly through safe collection and treatment of sludge).
3) Assess and recommend temporary and permanent improvements for IPLT Ternate

C. Relationship to IUWASH PLUS Outcomes:
The above-proposed activities will contribute to the following IUWASH PLUS outcomes:
1) HR2: Number of people gaining access to safely managed sanitation services as a result of U.S. Government assistance.
2) C2c: Number of local sanitation management units with improved service delivery performance
3) C4c: Number of knowledge events or workshop held
4) C4d: Number of people with increased knowledge/skills/awareness as a result of events/workshops

D. Task
1) Develop framework and roadmap of domestic wastewater for Ternate City, including:
• Data collection from all relevant local stakeholders related to all SPAD information, including their roles and responsibilities, all completed, ongoing and planned SPALD program and budgets, etc.
• Identification and assessment of existing conditions sanitation number and condition of SPALD infrastructure facilities, and service coverage of SPALD.
• Identification of all emerging issues and problems arising (both technical and non-technical)
• Facilitate working sessions on participatory preparation of the roadmap
• Provide technical assistance in preparing the draft roadmap
• Facilitate stakeholders meeting to finalize and reach agreement on the roadmap
2) Strengthening new UPTD PAL Ternate, including at least following subtasks:
• Assessment of current complete UPTD operation, including organization structure, staffing, job descriptions, reporting structures, existing SOP, budgets etc.
• Facilitate regular stakeholders’ meetings with relevant parties (UPTD, DINAS, etc.) to discuss the results of assessment and reach agreement on priority improvements
• Support UPTD and DINAS with implementation on agreed institutional improvements, including joint development of clear job descriptions, key SOPs (around 10), etc
• Support testing, finalization and formal approval of the agreed (around 10) critical SOP
• Conduct training of UPTD staff on SOP implementation, followed by regular monitoring
• Introduce Basic concepts of sludge collection from septic tanks, including setup a basic customer database and principles of regular (LLTT) and ir-regular desludging (LLTTT),
• Support development of basic Health & Safety measures for UPTD staff and community during the collection of sludge.
• Introduce basic cost-recovery calculations of sludge collection and treatment and agree on best ways to increase sludge collection efficiency to reach a cost-recovery operation.
• Support strengthening of relation between UPTD and relevant DINAS, for instance for planning of future promotion activities for (regular) desludging with Health Department
3) Support UPTD in improving operation of IPLT
• Assess current operation of IPLT, and identify critical issues which hamper full utilization
• Provide recommendations to UPTD and PEMDA for short-term (emergency) measures to improve IPLT operation (including technical specification and budget requirements)
• Provide recommendations to UPTD and PEMDA for long-term measures to improve and possible increase IPLT capacity (including rough designs and budget estimates)
• Support UPTD staff with development of critical technical SOP to improve IPLT operation
• Conduct training of UPTD staff on SOP implementation, followed by regular monitoring

E. Implementation Schedule
An estimated period of 7 (seven) months will be required for the successful implementation of above explained 3 tasks, under the assumption that all tasks are implemented in parallel to each other, meaning all tasks should start from month 1 and while some should finish around month 3 (task 1), others (sub-) tasks will continue until the end of the program.

F. Deliverables
The activity will expect to generate the following deliverables/outputs:
1. A domestic wastewater roadmap agreed and approved by Local Government of Kota Ternate;
2. At least 10 SOPs, covering critical administration and technical aspects developed with UPTD and approved by relevant DINAS
3. Training of at least 20 UPTD staff in implementation of agreed SOP and other critical operations (including introduction of LLTT/LLTTT, promotion of desludging services, tariff calculations, etc
4. Agreement with UPTD management, staff and DINAS on required Health & Safety measures during sludge collection and treatment.
5. Recommendations for emergency improvement to IPLT (including technical drawings and budgets)

G. Estimated Budget
Funding for the implementation of this activity will be provided from the LSIC fund. The budget estimate for this activity is between IDR 480.000.000,- – IDR 500.000.000,-. This budget will cover all vendor cost for mobilizing key personnel (see below), travel to and from Ternate, accommodation/per diem/local travel in Ternate; all trainings, workshops and meetings (meeting packages, snacks, etc); communication and reporting report

H. Payment Schedule
The payment will be made through 4 (four) transaction after all required deliverables are submitted to USAID IUWASH PLUS and verified by technical team and client. The detail schedule is as follows:

I. Working Arrangements and Timing
The activity will be implemented directly with the UPTD PAL Kota Ternate, Maluku Utara, which means that the vendor should have a strong and regular presence in Ternate. The program will be managed by the Urban Sanitation Specialist & East Indonesia Coordinator based in SSEI Regional Office, Makassar in coordination with National Sanitation team (under Component 2) in Jakarta Office. Regular coordination meetings, including progress reporting, will be conducted between the vendor and relevant IUWASH PLUS staffs/team, either in Jakarta, Makassar or Ternate.

J. Required Qualifications and Experience
USAID IUWASH PLUS will seek a vendor to implement the above work, with following qualification:

Company:
The vendor must have a minimum 5 years experience in facilitating development of Waste Water roadmap; strengthening LG institutions, like UPTD, including institutional assessments, preparing of standard operational procedures, capacity building, etc. technical assessment of (conventional) IPLT and (technical and financial) recommendation for improvements

Each company consist of the qualified personnel (not limited to) as follows:
1. Team Leader
• Should have (minimum) a bachelor degree in environmental / sanitary engineering
• Experience as team leader for more than 5 years on domestic wastewater management
• Experience in similar program/utility sector for more than 1 client
• Experience in developing Sanitation Road Map and SOP for UPTD PALD
• Experience in Technical Assessment of conventional IPLT
• Excellent communication and reporting skills (Bahasa Indonesia and preferred in English)
2. Institutional Specialist
• (minimum) Bachelor degree in public administration/management or something similar
• Experience in organizational assessments, especially local government institute (UPTD)
• Experienced in facilitating development of SOP and roadmap domestic wastewater.
• Experience as trainer/facilitator for more than 3 years.
• Experience in similar program/utility sector for more than 1 client.
• Excellent communication and reporting skills (Bahasa Indonesia and preferred in English)
3. Assistant Environmental Specialist (to be based FULLTIME in Ternate)
• Should have a minimum of Diploma in Environmental Engineering (or similar)
• Familiar with functioning of Local Government institute (like UPTD)
• Experience in facilitating/training Local officials in variety of technical or non-technical topics.
• Excellent communication and reporting skills (both in Bahasa Indonesia)

K. Selection of Service Provider and Evaluation Criteria
The service provider will be selected based on tender result. The candidate of service provider has to provide proposal, which consist of Technical Proposal (background of the program, Task to be conducted, methodology, schedule), cost proposal and CV’s of key personnel.
The proposal will be evaluated based on:
1. Qualification of proposed personnel : 60 %
2. Experience of company : 20 %
3. Methodology : 20 %

L. Proposed Mechanism
Proposed mechanism of the activity will be implemented through fixed price subcontract.
