The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

 

BACKGROUND

As one of USAID IUWASH PLUS assisted areas, North Sumatra Province, with five assisted districts / cities, began technical assistances activities near the end of 2016 and will end soon in May 2021. Many practical achievements and best’s practices have been obtained in the field together with local government partners through OPD, DPRD, PDAM, community groups and other organizations through the WASH service program in Medan City, Tebing Tinggi City, Pematang Siantar City, Sibolga City, Deli Serdang district as well as with the Provincial Government of North Sumatra. The achievements of the five-year USAID IUWASH PLUS program in North Sumatra province need to be compiled, become lessons learned for the future and as a trigger to remind that there is still much work that must be continued and improved by the stakeholders in each region.

Therefore, by taking the opportunity to have a USAID IUWASH PLUS closing program in North Sumatra, a farewell program will be held that will display the program achievements, impressions and messages from stakeholders that can be enjoyed and benefited by all.

Therefore, by taking the opportunity with the end of the technical assistant USAID IUWASH PLUS in North Sumatra, a farewell party will be held which will display program achievements, impressions, and messages from stakeholders that can be benefited by all. To design and implement these activities the North Sumatra USAID IUWASH PLUS Team will be assisted by an external team consisting of content creators, event organizers or other vendors needed to support the implementation of the Farewell Party peak event which is planned for April 8, 2021 offline.

 

 

OBJECTIVE

The objective procuring an Event Creator with professional team to help NSRO team are:

  1. Formulate concepts of closing event USAID IUWASH PLUS – NSRO
  2. Preparation of manuscripts/stories or story boards
  3. FGD to discuss and explore the idea / theme of the storyline for video with the NSRO team in Medan
  4. Develop theme and storyline for short video for each district / city based on results and best practices
  5. Finalize the concept and theme of video for each district and discuss with event creator for producing the videos.
  6. Designing books and flash drives for participants handout that summarize the results of the achievements / best practices from USAID IUWASH PLUS assistance in North Sumatra and other appropriate material with important messages
  7. Turn the concept into a video that describes a series of accomplishments and best practices that have been achieved, with activities as follow.
  8. Footage / videos / processing existing and new photos and videos in five locations and the provincial program if needed.
  9. Editing and production of 5 videos achievements in 5 districts / cities

 

 

ACTIVITY RESULT

The expected results from Event Creator team are:

  1. Conduct FGD with USAID IUWASH PLUS NSRO team to discussed the idea/theme and storylines for five video in five cities/district in province if need it
  2. Concept of closing event formulated, manuscripts/stories or story boards for five video in five cities/district produce by event creator and discussed with NSRO team
  3. Footage videos/interview with selected champions for five video in five district and province if need it.
  4. Select and used existing photos and video from earlier activities in five cities/district and province, and select existing materials provided by national office
  5. Book packages for participants handouts designed made available.
  6. Five video in five cities/district available

 

 

QUALIFICATIONS

The event creator team who will conduct this series of activities is a team that has more than 10 years of experience in their fields, including:

  1. A creative company that has a capable and experienced team to formulate an activities concept in program development, especially in behavior change.
  2. Have worked in the past for a partner/NGO as an event creator for development programs and preferably have work experience on WASH issues.
  3. Experienced in producing videos and have the equipment for taking high quality photos, footage interviews/video, editing processes and other required tools.
  4. Available to travel to the five cities / district (Medan, Tebing Tinggi, Pematang Siantar, Sibolga and Deli Serdang, respectively) to conduct discussions, take pictures, record interviews and videos.

 

 

DELIVERABLE

OUTPUT 1:

  1. Draft concept of theme and story line for each city/district.
  2. Discussions with NSRO team
  3. Final manuscripts/stories or story boards for five videos in five cities/district and province if necessary, ready for video production.

 

OUTPUT II:

  • Footage videos/interview with selected champions, photos taken, selected existing photos and video for five videos in five locations and province if needed.
  • Produce and edit five videos from 5 cities/district by team creator and discuss with NSRO PIC of closing event.
  • Finalized book and flash disk design for participant handouts (video summarize) are available and ready for print out by NSRO.
  • Final combined videos are available and tested.

This activity will start in February and run to April 2021 (about 2 months total), with the third week of February for contract signing.

CONDITIONS / SPECIFIC CRITERIA

 

  1. The position of consultant is in Jakarta and will mostly work from home, with visit to IUWASH PLUS office for FGD with NSRO team and visit five cities/district for footage, taking pictures, conduct interviews.
  1. The cost of discussion/FGD/with NSRO team/partners is not included budget above (cost of Company PO) and will be organized by NSRO Regional Office under separate account.
  1. The consultant, team creator and event organizer will report directly to the PIC for the closing event in NSRO.

 

 

Estimated Budget

Funding for the implementation of this activity will be provided from NSRO Work Plan for year five. The budget estimate for this activity is approximately IDR 125.000.000. This budget includes all costs for project expert team include remuneration, per diem when required, travel cost and accommodation.

 

PROPOSED MECHANISM

Proposed mechanism for the activity will be implemented through Purchase Order (PO).

 

EVALUATION CRITERIA

The Service Provider will be selected based on tender result and using full and open competition. Candidates for service provider must provide a proposal which consists of a Technical Proposal (background of the program, tasks to be conducted, methodology, technical team, schedule & CV of Team Leader) and Cost Proposal.

The proposal will be evaluated based on:

  • Methodology :           30 point
  • Qualification of personnel :           40 point
  • Company experience in similar activity :           30 point
