The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 1,100,000 people in urban areas with access to safely managed sanitation
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Activity Description

The USAID IUWASH PLUS project is entering the Program Year 5 as the final year of project implementation in Indonesia. After five years and eight months of working together with the national and local governments, WASH service providers, local communities, and private sector to increase access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations, the project expects that the key programs will continue and support GOI’s agenda in improving the sector profile. To achieve that, the institutionalization process is required.

As part of USAID IUWASH PLUS’ effort to institutionalize the key programs that are critical to support the GOI in addressing challenges in improving access to WASH and achieving RPJMN 2020-2024 and SDGs target, USAID IUWASH PLUS will conduct series of institutional workshops and policy discussions on the following topics:

Institutionalization Workshops:
1. Optimal operator’s institutional set up of fecal sludge management (FSM)

Policy Discussions:
1. Market-based Sanitation
2. Funding for Sanitation SPM (Smart Subsidy)

The institutionalization workshop is a strategic dialogue to discuss the process of embedding the USAID IUIWASH PLUS keys programs into relevant ministries programs. Therefore, several key outputs or results are expected to generate from the workshops, among others are: (1) clarity on the key ministry(s) that will adopt and continue the key programs, and (2) strategy and action plan to continue the key programs, with possibility to scale up. The workshop will also use to share the results, lessons learned, and implementation support that are resulted and used in the USAID IUWASH PLUS program as a reference to discuss strategy and action plan for the institutionalization process.

The policy discussions have different objectives and expected results from the institutionalization workshop. For the topics of policy discussion, some of the aspects for institutionalization process are still not clear, for instance where the responsibility will attached to, thus require more process to clarify. The policy dialogue is an essential component of the policy and decision-making process. In this context, the policy discussions is expected to contribute to Government of Indonesia future policy and strategy for adopting the key programs above. Therefore, the expected outputs and results from the policy discussions will mostly in the form of recommendation for several aspects, such as possible responsible ministries, implementation mechanism at local/regional level, and required enabling environment at national level for implementation support.

In addition, GOI regularly implemented a biannual event on WASH sector namely Konferensi Sanitasi dan Air Minum Nasional (KSAN), which serve as venue for strengthening commitments, recognizing achievements and champions, and also advocacy and horizontal learning. In 2022, the KSAN will bring the topic of ‘real action to provide access to safely-managed drinking water and sanitation for all’ (Aksi Nyata Membangun Akses Air Minum dan Sanitasi Aman untuk Semua). One of the commitment to be pushed during KSAN 2022 is bundled policy for safely managed drinking water and sanitation (SDGs plan). Based on consultation with Bappenas, several strategic discussion on the institutionalization workshops are expected to become the pre-events of KSAN 2021 or road to KSAN 2021, which will be organized on early months on 2022.

Therefore, we need to advocate possible responsible ministries that will continue the implementation at the national level. To design and implement a successful Policy Dialogue and Institutional Workshop, USAID IUWASH PLUS Team will hire an external team of event organizers to support the implementation of the event planned to be conducted on October – November 2021. And due to pandemic COVID 19, the event will be conducted by hybrid mechanism (offline and online) and follow USAID IUWASH PLUS and Government regulation.

The objective of hiring an Event Organizer is as following details:
1. To assist the USAID IUWASH PLUS team and the Content Creator team in setting up and ensure the offline and online event synergy
2. To ensure the works that support the offline system by providing all the equipment’s needed such as backdrop event, lighting, sound system or audio, stage decoration and stage layout
3. To ensure the works that support the online system by providing all the equipment’s needed such as live streaming packages (3 cameras), LED/Videotron, Matador Screenplay, Lighting, Clip On, Wireless Mic, Sound Card, Vmix software, Bumper, Lower third display (for showing speaker name and frame, running text, etc).
4. To ensure the event runs smoothly

The expected results from the Event Organizer team are:
1. The offline and online event synergy and well organized
2. All equipment for offline purposes provided and well prepared
3. All equipment for online purposes provided and well prepared
4. The event was successfully conducted

Scope of Work Event Organizer:
1. Meeting with the USAID IUWASH PLUS Team to enrich and refine the planning and design of the event concept
2. Able to coordinate with Content Creator Team and USAID IUWASH PLUS Team for the implementation of the dialogue and workshops
3. Implement the work schedule (timeline) that has been coordinated and agreed with the USAID IUWASH PLUS
4. Design, produce and provide all logistics that support and relate to the concept of activities
5. Provide all the features that support the concept of hybrid event activities (internet bandwidth DEDICATED with minimum quota 35mbps, multimedia & operators, etc.)
6. Organizing & coordinating with all supporting people, such as MC, Moderator, etc.
7. Creating the bumper for the event of policy dialogue and institutional workshop
8. Creating the illustration and properties for the event of policy dialogue and institutional workshop
9. The availability for all the EO crews for rehearsal activities
10. Documenting and reporting the overall implementation of activities

The Event Organizer team that will carry out this event is a team that has more than five years of experience in their fields, including:
1. A creative company that has a capable and experienced team to manage and organize regional and national scale events
2. Event Organizer who has the ability and experience in the multimedia and IT fields to support activities both online and offline
3. Preferably located in Jakarta area and surrounding
4. Able to work with limited time preparation
