Background

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five- year-and-eight-months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

Objective

As approaching the project’s closing, USAID IUWASH PLUS will develop a project’s microsite to be placed onto the Nawasis.org (National Housing Water and Sanitation Information Services) portal to facilitate information sharing of our project knowledge products. After the project is completed, the www.iuwashplus.or.id website will also be closed, and this portal will ensure all USAID IUWASH PLUS knowledge products will be accessible after the project closed.

Nawasis.org is a collaboration platform of the housing, settlements, water supply and sanitation sectors. This platform contains three components, namely data, information, and capacity development. Nawasis.org is managed by the Secretariat of the National Housing, Settlement, Water Supply and Sanitation Working Group (POKJA PPAS) under the Directorate of Urban, Housing and Settlements of the Ministry of National Development Planning (PPN)/Bappenas of the Republic Indonesia. By having the project’s microsite on Nawasis website, it is expected the website can host the project’s knowledge products that can be accessed by a wider audience beyond the project’s term.

The microsite is also expected to be mobile viewer-friendly. The microsite developer will work under the direction of the USAID IUWASH PLUS Media Engagement Specialist as part of the Project Communications Team within the Advocacy and Communication (Component-4) Team. The microsite Developer is responsible for developing the USAID IUWASH PLUS project’s microsite under the Nawasis.org web site and ensure that the site will be fully functional.

 

A. Link with USAID IUWASH PLUS Outcomes

This activity links with USAID IUWASH PLUS programs outcomes C4B of the Component 4, which is to enhance the collection, dissemination, and sharing of information and updates on project’s activities, approaches, lessons learned and best practices.

 

B. Task

The tasks and responsibilities of the microsite developer will include, but not be limited to, the following:

  • Developing the USAID IUWASH PLUS project’s microsite completed with mobile viewer based on agreed design and features, which includes, but not limited to:
  • Providing preferable database options for the microsite (equate the database used by org)
  • Combining microsite analytics tool for the microsite
  • Ensuring compliance with USAID X-Web standards, whenever possible (please see https://www.usaid.gov/egov/xweb/acquisition-instruments);
  • Ensuring compliance with USAID web vulnerability standards, whenever possible (please see https://www.usaid.gov/privacy-policy);
  • Ensuring that the microsite will also be mobile friendly and fully functional once it goes online;
  • Providing training session of the newly developed microsite for web administration purpose to the Communications and Nawasis team;
  • Providing at least two-month post-development guarantee according to industry standards, especially for maintenance and troubleshooting for internal and external problems.

 

The tasks are excluded hosting and domain cost.

 

C. Deliverables

  1. USAID IUWASH PLUS microsite with user-friendly and mobile-friendly backend/administrator side developed
  2. Checked list of compliance items to USAID X-Web standards, whenever possible
  3. Checked list of compliance with USAID web vulnerability standards, whenever possible
  4. Training and simple guideline of USAID IUWASH PLUS microsite back-end management
  5. Finalized rounds of microsite trial-and-fix during the period of performance and maintenance to ensure error-free micro-site
  6. Two-month post-development guarantee for maintenance and troubleshooting.

 

D. Working location and time allocates

Microsite developer will work for the period of 3 months starting from July 26, 2021 to October 31, 2021, in the different workloads. The first two month is intensive workload for microsite development, ensuring compliance to USAID standards whenever possible, and providing simple guideline for backend management or web administrator. While the post-development period in the following month will be less intensive and focus only on maintenance and troubleshooting.

 

E. Estimated Budget

Funds budgeted for the implementation of this activity will be provided by USAID IUWASH PLUS to the selected service provider. The maximum budget estimate for this activity is Rp35,000,000 The budget will cover all costs for microsite production: human resources, transportation, communication and reporting.

G. Posting & Reporting Relationships

The Microsite Developer will be based in Jakarta and will require to have an intensive communication and discussion with the USAID IUWASH PLUS communication team whether its offline (face to face) or online. The Microsite Developer will report to the Media Engagement Specialist as the Primary Supervisor and will collaborate closely with the IT Systems Administrator (Nawasis and USAID IUWASH PLUS).

Payment Schedule

  • The assignment will be remunerated upon delivery and acceptance by the task manager of the agreed outputs, as per the normal procedures of the USAID IUWASH PLUS, as shown in the table above.

Required Qualifications and Experience

  • Experience in Management Information Systems, or related field and a web site development or related certificate
  • Experience in website and microsite development and maintenance
  • Strong web project coordination
  • Experience in solving issues of browser/device compatibility to create web pages that can be used on any type of server and viewed with any browser/device.

Selection of Service Provider and Evaluation Criteria

The service provider (Microsite Developer) will be selected based on the tender result. The potential bidders have to provide proposals which consist of Technical Proposal (background of the program, Task to be conducted, methodology, schedule), cost proposal and CV for the team member.

The proposal will be evaluated based on:

  • Qualification 30 %
  • Experience 30 %
  • Methodology of microsite development 40 %
