Background
The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
Activity Summary
To achieve the project, and within the framework of Sanitation Marketing, USAID IUWASH PLUS plans to strengthen the capacity of BDS Providers. The capacity building program will include competency tests for BDS providers to assist sanitation entrepreneurs.
Through this Project, USAID IUWASH PLUS will collaborate with Institution who will compile a competency test preparation curriculum for BDS Providers, develop BDS provider’s guideline to assist sanitation entrepreneurs, conducting competency tests regarding technical aspects of toilet and septic tank construction, and identifying institutions that will carry out competency tests for sanitation entrepreneurs.
USAID IUWASH PLUS will work with Institution who have experience in delivering competency tests for BDS Providers and sanitation entrepreneurs as well as having experience in preparing and implementing training for BDS Providers and sanitation entrepreneurs.
The Institution will work closely with Microfinance and Business Enabling Specialist (MBES) under the supervision of Business Enabling Specialist. The Institution candidates are encouraged to propose the methodology and detailed tasks they will undertake to reach each of the objectives set forth above. To complete this work, Institution will be hired for 6 months.

A. Objective
The main objectives of this scope of work are to:
1. Develop technical Sanitation Entrepreneurs assistance materials (guidance, tools, modules, etc) for BDS Providers
2. Develop competency test guidance, tools, modules, etc for BDS Providers
3. Identifying and determining institutions that will conduct competency tests for sanitation entrepreneurs and oversee the institution to conduct the competency tests.
4. Training BDS providers on how to assist sanitation entrepreneurs in competency test and technical knowledge.
5. Conduct a competency test for BDS Providers in the sanitation sector

B. Scope of Works
The scope of work of the Local Facilitator are include but not limited to:
1. Desk Review and Preparation
The selected Institution should prepare for this assignment in close coordination with USAID IUWASH PLUS for understanding related to Market-Based Sanitation and review all documents developed by USAID IUWASH PLUS. These include, but are not limited to:
a. Understand Market-Based Sanitation Concept
b. Understand the criteria for a septic tank in accordance with SNI standards
c. Conducting a desk review of relevant reference materials, including those from IUWASH, IUWASH PLUS, other WASH-based organizations and any others that may be relevant, to delivered training, and conduct competency tests for BDS Providers in the sanitation sector.
2. Develop a work plan to conduct competency tests for BDS Providers.
In the work plan the Institution must state:
a. Timeline of training and technical assistance to be carried out to BDS Providers in the sanitation sector
b. Identification of requirement needed to certify BDS providers in sanitation
c. Modules that will be delivered in training
d. Training for BDS Providers on how to get certification
e. Organize competency tests for BDS Providers in the sanitation sector
All documents are written in word and power point, submitted to USAID IUWASH PLUS in softcopy & hardcopy, and provide information about introduction, participant requirements, online and offline training location requirements, modules in word document form, presentations in power point documents, tools and materials needed, games, pre and post-test, as well as other required information.
3. Assist the BDS Provider to develop a business plan on “how to strengthen sanitation market and how to assist sanitation entrepreneurs”.
In the technical assistance plan, the Institution will ensure that:
a. Have timeline of training and technical assistance that will be carried out by BDS Providers to the sanitation entrepreneurs they assist
b. BDS has a business plan to strengthen the sanitation sector and has a company profile and promotional materials to offer its services as BDS in the sanitation sector to stakeholders
c. Prepare materials that will be delivered by BDS Providers in training and assistance to sanitation entrepreneurs
d. Training for BDS on how to assist sanitation entrepreneurs
e. Guidelines/ module for BDS to provide technical assistance for Sanitation Entrepreneurs

All documents are written in word and power point, submitted to USAID IUWASH PLUS in softcopy & hardcopy, and provide information about introduction, participant requirements, online and offline training location requirements, modules in word document form, presentations in power point documents, tools and materials needed, games, pre and post-test, as well as other required information.
4. Identify, prepare and conduct partnerships with institutions that will conduct competency tests on sanitation entrepreneurs.
5. Assist BDS Providers in conducting training and technical assistance for sanitation entrepreneurs in participating in competency tests in the sanitation sector
6. Developing lessons learned and documentation of assistance to BDS Providers and Sanitation Entrepreneurs.
7. All training materials will belong to USAID IUWASH PLUS and will be used accordingly.

C. Coordination and Preparation:
The selected Institution should prepare for this assignment in close coordination with USAID IUWASH PLUS. USAID IUWASH PLUS will provide capacity building on but not limited to:
a. Technical development knowledge of Septic Tank
b. Understanding of the Market-Based Sanitation Concept
c. Understanding of the SNI Module
USAID IUWASH PLUS will also support coordination with relevant stakeholders in accordance with the Institution work plan.
As for the best result of the implementation on its duties, Institution activities will be under the supervision of USAID IUWASH PLUS team, in this case is Business Enabling Specialist and will be supported and coordinated with Product Marketing Specialist.

D. Deliverables
Within the scope of works, the deliverables expectedare as follows:
1. 10 certified sanitation sector BDS providers
2. 20 certified sanitation entrepreneurs
3. Training and technical assistance guidelines for BDS Providers
4. Training and technical assistance guidelines from BDS Providers for sanitation entrepreneurs
5. Lesson learned documents and recommendations for training and assistance to BDS Providers in the sanitation sector and Sanitation Entrepreneurs

E. Estimated Time Schedule
Based on the task of this program, the assistance time will be implemented for 6 months, from May 18, 2021 to November 18, 2021.

F. Reporting and Delivery Schedule
Institution are required to submit reports, directly to the USAID IUWASH PLUS and will receive guidance on administrative matters. The report process should coordinate with and be supervised by Business Enabling Specialist.
The Institution must submit; Inception Report, Intermediate Report and Final Report, which must follow the scheduled time of delivery, as follows:
• Inception report including desk review and preparation report, implementation methodology, work plan, and time of execution should be submitted no later than two weeks after the contract signed / Work Order Letter.
• Intermediate Report is including training and technical assistance plan and that has been delivered as well, competency test report for BDS Provider, candidate for institution that will conduct competency test for Sanitation Entrepreneurs, problems and challenges faced, as well as activity documentation, should be submitted no later than the end of 3rd month.
• Final Report, including reports on the implementing organization for the sanitation entrepreneur competency test, implementation of competency tests for sanitation entrepreneurs, summarizing work, issues and constrain and recommendation, delivered no later than one week before the end of the contract / end of the sixth month.
Notes: Draft reports may be submitted in digital format for discussion purpose, then after approval must be submitted in hard copy (3 copies) and digital format.
