The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

This RFA serves to support the Development and Testing of Technical Options for Upgrading Existing Septic Tanks in Kota Medan and Kab. Deli Serdang aiming to develop and test the technological options which can be used in the upgrading of unsealed tanks (cubluk), including the construction of prototypes of shared septic tanks for locations which do currently not have any underground systems

Specific objectives are summarized as follows:
• Develop sample designs for upgrading existing septic tanks (in specific locations), as well as for shared septic tanks, covering all necessary technical specifications and materials options (availability, quality, ease of construction, etc)
• Determine the cost (RAB) for upgrading existing septic tank and shared septic tank, covering all material and labor cost as well as additional cost (transport, storage, etc)
• Develop the work instructions for the construction of septic tank upgrading in accordance with upgrading options and new construction of shared septic tanks
• Conduct the upgrading of 4 existing septic tank units and 4 shared septic tanks,
• Develop and test tools and equipment that are easy to apply and inspection of existing septic tanks

Pursuant to 2 CFR 700.13, it is USAID policy not to award profit under assistance instruments such as grant awards. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (2 CFR 200 Subpart E for all US-based and for non-US based non-profit organizations, and the Federal Acquisition Regulation (FAR) Part 31 for for-profit organizations), may be paid under the grant.

For non-US organizations, the Standard Provisions for Non-US Nongovernmental Recipients will apply. For US organizations, 2 CFR 200 and the Standard Provisions for U.S. Nongovernmental Recipients will apply. See Annex 1 for Standard Provisions.

An estimation of fund available for this RFA is between Rp. 450.000.000,- up to Rp. 480.000.000,- (four hundred fifty million until four hundred eighty million rupiah). GRANTEE should provide 10% of cost sharing of the proposed cost. DAI reserves the right to fund any or none of the applications submitted.

The expected duration of DAI support or the period of performance is 6 (six) months. DAI, as primary implementer of the USAID IUWASH PLUS, reserves the right to fund any or none of the applications submitted.

Issuance of this RFA does not constitute an award commitment on the part of DAI, nor does it commit DAI to pay for costs incurred in the preparation and submission of an application. Further, DAI reserves the right to reject any or all applications received. Applications are submitted at the risk of the applicant. All preparation and submission costs are at the applicant’s expense.

Any questions concerning this RFA should be submitted in writing not later than 10 (ten) days prior to the closing date shown above to IWPLProc_LSIC@dai.com. Applicants should retain for their records one copy of all enclosures which accompany their application.
