Basis for Award: An award will be made based on the Trade Off Method. The award will be issued to the responsible and reasonable offeror who provides the best value to DAI and its client using a combination of technical and cost/price factors.
Background
The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of one million people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
Strengthening the performance of local unit sanitation performance is currently conducted by IUWASH PLUS assisting local government or its utility (PDAM) to support providing sanitation services especially for local regular desludging service – LLTT. For Kota Medan, IUWASH PLUS has been providing technical assistance to PDAM Tirtanadi to prepare the LLTT service in any areas of developing required regulations, identifying potential market and its promotion activity. In strengthening the administration system of LLTT, IUWASH PLUS currently prepares to develop MIS which works under computerized system for its operation (truck mobility), billing and accounting system.
Program Summary
Kota Medan continues their efforts to achieve target of 100-0-100 Universal Access in year 2019 through increasing water and sanitation service coverage with close coordination with PDAM Tirtanadi as the service provider. In sanitation sector PDAM Tirtanadi has served the sewerage system of waste water in Kota Medan and planned to expand the service through the regular desludging of LLTT currently supported by central government. The LLTT as the other type of sanitation service will serve a lot of potential households that do not get the access of sewerage system. To do so, Kota Medan recently completed constructing two units of sludge treatment plant of 50m3 per day with funding support from central government and expected for operation soon. Additionally, related regulation to enable LLTT legally operation has been fulfilled by local government of Kota Medan such as local law or Perda of waste water management of LLTT, meanwhile its tariff regulation is in process for finalization by local parliament. Other preparations being conducted to support LLTT operation is including developing the MIS for its operation, billing and accounting records and IUWASH PLUS planned to provide technical assistance to develop the system.
MIS of LLTT operation (truck mobility), billing and accounting system being developed will work integrated and supported by web-based system. The Android system will also be used by the MIS especially for its billing and operation system.
Objective
The main purpose of this scope of work is to provide PDAM Tirta Nadi with an Management Information System (MIS) to support regular desludging activities (including the operation of desludging trucks and customer billing and accounting. This will be an integrated and web-based system that will greatly improve the ability of the PDAM to take on this responsibility and ensure accurate scheduling and record keeping.. Also, through the on the job training during development of the MIS, the program will increase the capacity of PDAM staff in area of system maintenance and, if required, later system expansion.
Scope of Work
MIS Operation, Billing and Accounting of LLTT being provided to PDAM Tirtanadi will work in integrated system and on-line using the web-base model. To do so, programmer will conduct development of application or cater the ready-stock required application to PDAM Tirtanadi, Sumatera Utara with detailed activities as described below:
 Develop or provide applications of the web base desludging operation (truck desludging mobility) system that records the comprehensive truck mobilization and its activities from customer to the treatment plant. Record will include time of truck mobilization, desludging at the customer’s location and dumping at treatment plant. Also, the application will record of sludge volume in each customer and other information required in this operation work. The operation system will be supported by Android system and equipped by hand phone and barcode for identification system.
 Make the adjustment of PDAM Tirtanadi existing billing system as such the LLTT billing will have integration with water billing. The integration will allow PDAM issue One Bill of water and LLTT. Like water billing system, the LLTT billing will provide detail status of LLTT account receivable information of each customer in monthly or annual basis. Additionally, the LLTT billing software will also maintain desludging schedule of each customer.
 The billing system being adjusted will connect to the existing Android system of PDAM Tirtanadi to allow people request for desludging or register the LLTT desludging service by device supported by Android system.
 Develop or conduct minor adjustment of PDAM existing accounting system to enable PDAM Tirtanadi records LLTT transactions in one accounting system. Transaction will include revenue item, expenditures and account receivable of LLTT.
 Provide training to PDAM staff of how to use the program detail, clearly and easy to understand.
 Conduct a trial of the system showing PDAM can process MIS thoroughly of the LLTT operation (truck mobility), billing and accounting. The trial activity also include that a new accounting system can properly produce the financial statement of PDAM Tirtanadi that clearly consist of the LLTT account.
 Provide guarantees to installed system for 1 (one) year, and provide advice and make corrections or improvements during the warranty period.
Deliverables
The Application provider on the development of the computerized Management Information System for LLTT at PDAM Tirtanadi of operation, billing and accounting shall be responsible for the following works:
 To design and write application programs which work under web-based system for: Operation (truck mobility) system software/application
 To make adjustment of PDAM Tirtanadi existing billing system where LLTT service will become new item in the billing software/application.
 To make adjustment of PDAM Tirtanadi existing accounting software/application where LLTT transaction will have new account in the software and PDAM financial report as well.
Period of Work
The work of Management Information System for LLTT operation, billing and accounting development must be completed within 60 days in PDAM Tirtanadi, North Sumatera starting from August 15, 2018 to October 14, 2018. If possible, trial with real transactions will be conducted to test the software entirely from data input into financial report.
Reporting & working environment
The selected Service Provider will report to the USAID IUWASH PLUS regional Wash Finance specialist in North Sumatera region. The Service Provider will work in PDAM Tirtanadi, North Sumatera during the installation and training activities.
Deliverables and Payment Schedule
The deliverables and payment schedule of Management Information System for LLTT integrated and web base of operation, billing and accounting of PDAM Tirtanadi is described below:

Budget Estimate
The budget for implementation of the activities will be provided by IUWASH PLUS to the selected Consultant Individual. The estimated budget for this program is IDR 70,000,000. – IDR 85.000.000,-
The budget will cover all costs for labor, transportation and reporting.
Required Qualifications and Experience
To ensure the delivery of the output: the Management Information System for LLTT operation, billing and accounting, preferred application provider is individual consultant/programmer, which has the following qualifications:
a. Must have mastering information technology, especially in development of web-based application and handling hardware with educational background of technological information.
b. Must have experiences enough to develop web-based and android integrated operation, billing and accounting applications for water or sanitation utility industries.
c. Understand the operation, financial and accounting system programming especially in sanitation or water utility industry – PDAM.
d. Having experience developing PDAM or sanitation software for operation, billing and accounting especially for application which work with web-base and supported by Android system.
Selection of Service Provider and Evaluation Criteria
The service provider will be selected based on tender result. The candidate of service provider has to provide proposal which consist of Technical Proposal (background of the program, Task to be conducted, methodology, schedule), cost proposal and CV.
The proposal will be evaluated based on:
o Qualification : 30 Point
o Experience : 40 Point
o Methodology : 30 Point
