Basis for Award: An award will be made based on the Trade Off Method. The award will be issued to the responsible and reasonable offeror who provides the best value to DAI and its client using a combination of technical and cost/price factors.
The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
B. Activity Background
The Government of Indonesia is committed to support achieving the 2030 SDGs, including target 6.1: access to safe and affordable drinking water for the community. Therefore, one of the priorities in the National Medium-Term Development Plan (RPJMN) for 2020-2024, aims for at least 30% piped water supply system by 2024 as well as to increase the capacity of water supply operators (PDAM) through the implementation of water safety plan (RPAM).
This water safety plan is not new or additional work for PDAM, as most of it is already carried out in the daily PDAM operation, although in most cases it is well not documented. Considering that the capacities of PDAMs to operate water supply system (SPAM) in accordance with technical standards is still limited, the drinking water that is distributed to consumers is often not safe and not in accordance with the current drinking water quality standards. RPAM is a tool that will help PDAMs to provide drinking water, systematically and well-documented following risk-based planning.
The water safety plan (RPAM) in Indonesia has been operating since 2012, but is still faced with various obstacles, demonstrated by the still low adoption of RPAM by the appropriate institutions. To increase the effectiveness of the RPAM, it was agreed that the RPAM approach which was originally based on the upstream-downstream component (source RPAM, operator RPAM, communal RPAM and consumer RPAM), will become operator-based, including overall security from upstream to downstream. In addition, the SDGs target 6.1 (safe and affordable drinking water for all by 2030), causes a shift in the RPAM focus, from all 4K aspects, towards Water Quality and the importance of protecting public health as a main priority.
In respect of the issues presented above, IUWASH PLUS plans to implement a Pilot RPAM in three (3) PDAMs consisting of: (a) PDAM Makassar as representing a large PDAM, (b) PDAM Sidoarjo representing a medium PDAM and (c) PDAM Salatiga representing a small PDAM.
The main objectives of this LSIC activity are to:
• Increase understanding of 3 selected PDAMs (Salatiga, Sidoarjo, and Makassar) on the new framework and approach of RPAM
• Build capacity of 3 PDAMs (Salatiga, Sidoarjo, and Makassar) in developing RPAM document and implement the action plan as per new guidelines, and which is complemented by a MIS system.
• Increase and strengthen capacity of PDAM personnel (Medan, Malang, and Salatiga) that have received the first introduction of new RPAM approach in training on Oct 21-25, 2019, to enable them to become trainers/mentors for other PDAMs in implementing RPAM.
D. Proposed Activities
In general, the tasks of Building Capacity for Implementing New RPAM Framework in 3 PDAMs are as follows:
1. Task 1: Preparation
• Conduct preliminary discussions with USAID IUWASH PLUS team, and other parties to prepare inception report, which must include detailed work plan and schedule.
• Conduct internal training for IUWASH PLUS staff and other involved parties to introduce new RPAM framework and prepare implementation strategy.
• Communicate with PDAMs and other parties for preparing appointments with relevant stakeholders
2. Task 2 : Training and Technical Assistance of RPAM Documents Development in 3 PDAMs
• Socialization and training of RPAM to stakeholder in each of 3 PDAMs to get commitment from PDAM director/decision makers, including formation of an RPAM team.
• Provide training and technical assistance in the preparation of RPAM documents in accordance with the modules stages of the applicable of RPAM technical guidance.
• Develop a living RPAM document (MIS based), including provision of training on operation and maintenance of RPAM program.
At the training stage and development of RPAM documents, a staff from PDAM Medan and PDAM Malang will be involved, each will involve in one PDAM, to provide them more exposure and practice in RPAM implementation.
3. Task 3 : Technical Advice on Monitoring of RPAM Implementation
a. Provide technical advice on monitoring of RPAM implementation, including:
o Prioritize of RPAM program activities;
o Advice on the RPAM action plans that need to be included in PDAM business plan
o Development of monitoring tool
o Technical advice on monitoring implementation
o Evaluation of RPAM implementation
b. Facilitate on review of RPAM documents based on monitoring and evaluation result.
c. Facilitate on National workshop for lesson learnt
4. Task 4 : Reporting and General
• The consultant/vendor shall prepare inception, interim and final reports, which shall include, but not be limited to, key results, methodology/process and progress of the activity, and;
• The consultant/vendor must regularly coordinate with IUWASH PLUS and other parties from respective components.
The output of the LSIC program is as follows:
1) 3 RPAM documents developed based on the new RPAM approach and guideline
2) 3 PDAMs initiating implementation of the action plan from their RPAM document.
3) At least 3 PDAM personnel (Medan, Malang, and Salatiga) qualified to become trainers/mentors for RPAM implementation.
4) At least 30 PDAM personnel from 3 RPAM teams have increased capacity to develop RPAM document and implement the action plan.
5) Documentation of the process and lessons learned in implementing RPAM initiatives in 3 PDAMs (progress report include video and photos).
F. Contribution to IUWASH PLUS Outcomes
The above proposed activities will contribute to the following IUWASH PLUS outcomes:
• HR1a: Number of people receiving improved service quality from an existing basic or safely managed drinking water service as a result of USG assistance
• C2a Number of water utilities (PDAMs) with improved service delivery performance
• C4b Number of knowledge products
• C4c Number of knowledge events or workshops held
• C4d Number of people with increased knowledge/skills/awareness as result of events/ workshops
G. Deliverables and Payment Schedule
Selected organization will be required to produce and submit the following deliverables:

H. Posting & Reporting Relationships
1. Location of assignment for Coordinator and MIS expert will be in Jakarta, with regular travel to Makasar, Salatiga, and Sidoarjo for facilitation; the RPAM facilitator will be based in each respective PDAM
2. Selected organization will work independently but from time to time communicate and discuss with USAID IUWASH PLUS staff, and other parties

I. Estimated Budget
Funds budgeted for the implementation of the program will be provided by USAID IUWASH PLUS to the selected organization. The budget estimate for this activity is IDR. 971,200,000.- The budget will cover all costs for labor, documentation, transportation, accommodation, per-diem during field trips, and event for training and workshop.
J. Required Qualifications
Estimated professional staff required for this program are :
• Coordinator/RPAM Expert : 1 person, total 10 person-months
• MIS expert : 1 person, total 6 person-months
• RPAM Facilitators : 3 person, total 6 person-months
Proposer can adjust this proposed staff as they deem necessary.
K. Selection of Service Provider and Evaluation Criteria
The local implementer (service provider) will be selected based on Full & Open Competition. The potential local implementers (service provider) have to provide proposal which consist of Technical Proposal (background of the program, experience, tasks to be conducted, methodology, schedule, qualification of personnel) and cost proposal.
The technical proposal will be evaluated based on:
• Qualification of proposed personnel 50 %
• Experience of organization 20 %
• Methodology and work-plan 30 %

Proposed mechanism of the activity will be implemented through fixed price.
