The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Objective

The objective of the consultant assignment is to develop several technical documents under the element of ‘Support for Implementation (manual, tools, technical standard, etc.)’ for several signature program topics.

 

Scope of Works

The consultant will develop a new document or revised/restructured the existing available technical documents with activities as follows:

1. Preparatory process

  • Collect and review all existing technical documents
  • Discuss with the supervisors on the structure and outline of each technical document
  • When necessary, review other relevant technical documents to enrich the content
  • Conduct discussion with IUWASH PLUS technical team at national and regional level  to collect required supporting material

2. Developing new technical documents

  • Some of the technical documents are not available, therefore the consultant has to develop it, for instance training modules
  • Discuss and agree the structure and outline for the new document
  • Based on material collected develop and write the technical documents with regular discussion with supervisors and technical team
  • When required, communicate with relevant GOI ministries for getting feedback and accommodating it in the documents
  • Communicate with communication team for lay outing and finalization of technical documents

3. Restructured or revised the existing technical documents

  • IUWASH PLUS has developed several technical documents mainly for internal use, the consultant will restructured or revised the documents to adjust with partners need and custom (mainly GOI at national level).
  • Discuss and agree the structure and outline for the revised document
  • Restructured and revised the existing technical documents
  • Conduct discussion with IUWASH PLUS technical team to understand the principles, processes/steps, and key required elements for implementation on the ground to translate it into working manual/technical documents
  • When required, communicate with relevant GOI ministries for getting feedback and accommodating it in the documents
  •  Communicate with communication team for lay outing and finalization of technical documents

 

Minimum General Qualifications:

  • Minimum a bachelor degree in a relevant field from technical department, such as environmental engineering or civil engineering, master’s degree will be an advantage
  • At least eight (8) years of experience in working in WASH sector, having an understanding of the associated topics will be an advantage;
  • Has experience working on developing manual, guideline, training modules or other relevant documents that will become references for WASH actors in implementing the subject;
  • Possesses basic communication and facilitation skills, including moderating discussion, and meeting;
  • Possesses good verbal and written communications skills in Bahasa Indonesia and English;
  • Has experience in working and managing implementing partners from relevant institutions including Government, WASH operators, donors and other relevant partners;
  • Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
