Basis for Award: An award will be made based on the Trade Off Method. The award will be issued to the responsible and reasonable offeror who provides the best value to DAI and its client using a combination of technical and cost/price factors.
Background
The USAID Indonesia Urban Water, Sanitation and Hygiene ‘Penyehatan Lingkungan Untuk Semua’ (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. Implemented by DAI Global LLC, IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
• An increase of one million people in urban areas with access to improved water supply of which at least 500,000 are from the poorest 40% of the population; and
• An increase of 500,000 people in urban areas with access to an improved sanitation facility and all of whom are from the poorest 40% of the population.
To ensure that improvements in access to WASH services is sustained, IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, IUWASH PLUS undertakes activities through four interrelated components, including: 1) Improving household WASH services; 2) Strengthening city WASH institutional performance; 3) Strengthening the WASH financing environment; and 4) Advancing national WASH advocacy, coordination and communication.
IUWASH PLUS Behavior Change Strategy focuses on sustainable WASH improvement. This strategy development started with Formative Research (FR) on qualitative and quantitative method. The objective is to get factual WASH condition on poor and vulnerable community. The Formative Research implemented on 15 cities of IUWASH PLUS started with household observation, structural survey and continued with Focus Group Discussion.
Objective
The FGD Facilitator is responsible for executing the implementation of Focus Group Discussion at city level. The FGD will be implemented in 3 (three) cities of East Java (Kota Surabaya, Kabupaten Gresik and Kabupaten Probolinggo). She/He will responsible to conduct 4 (four) FGDs in each city and develop report of FGD results.
Contributed Outcome
The Focus Group Discussion will contribute to Activity of Component-1(Formative Research and the development of Behavior Change Strategy)
Tasks
• Facilitate Focus Group Discussions of Formative Research in Kota Surabaya, Kabupaten Gresik and Kabupaten Probolinggo. Each city will implement 4 FGDs (2 FGD on man groups and 2 FGD on woman groups)
• Develop Final Report of each Focus Group Discussion
• Provide administration and logistics report of the FGD implementation at city level

Qualifications
• Diploma or University (S1) graduate;
• Have skill and knowledge on facilitation of Focus Group Discussion, especially FGD on community min. 3 years;
• Understand several issues related to water, sanitation and behavior change is preferable;
• Good interpersonal and communications skills;
• Ability to work with minimum supervision.
Posting & Reporting Relationships
The facilitator will be based in Jakarta, but will travel to FGD site. She/He will report to the Lead Researcher (IUWASH PLUS STTA) and to the Behavior Change & Marketing Advisor as the Secondary Supervisor
Budget
Total working days is for 14 days. There are several budget planned to cover activities will be implemented by the Facilitator and these additional budget will be covered under IUWASH PLUS events.

Evaluation Component
The submitted Proposal will be evaluated by IUWASH PLUS team. The components will be evaluated are:
a) Methodology (40 points);
b) Qualification of candidate proposed for this program (20 points);
c) Experience (40 points);
